NCSA and DGA Sign MOU to Strengthen Cybersecurity Knowledge and Enhance Cyber Threat Protection for a Secure Digital Government

The National Cyber Security Agency (NCSA), represented by Air Vice Marshal Amorn Chomchoey, Secretary-General of the NCSA, and the Digital Government Development Agency (Public Organization) (DGA), represented by Mrs. Airada Luangvilai, Senior Executive Vice President and Acting President & CEO, signed a Memorandum of Understanding (MOU) on Cybersecurity Cooperation. The agreement aims to support knowledge enhancement and skill development in cybersecurity for government executives and officials through hands-on training and e-learning platforms. It also seeks to raise awareness of cyber threats and disseminate knowledge on cybersecurity protection. The signing ceremony took place on June 10, 2024, at the “Confidential” meeting room of the NCSA headquarters, located at the Government Complex on Chaeng Watthana Road. Air Vice Marshal Amorn Chomchoey emphasized that one of NCSA’s primary missions is to reduce cybersecurity risks and enhance national resilience against cyber threats. Thailand continues to face increasing cyber threats, including data breaches and cyberattacks that have grown in frequency and complexity.

In addition, disparities in digital knowledge and skills are becoming more severe, impacting various organizations.

To address these challenges, NCSA is intensifying its efforts by collaborating with key stakeholders across sectors to establish a solid cybersecurity foundation. This includes raising awareness among personnel about the country’s cyber risk landscape, equipping them with the necessary skills to prevent and respond to cyber threats effectively, and expanding cybersecurity education to all citizens. NCSA is also taking a proactive approach by launching projects and training programs at regional and national levels to enhance public cybersecurity knowledge. Air Vice Marshal Amorn further expressed his confidence in the partnership with DGA, stating that the collaboration will help advance government capabilities in cybersecurity and support secure transition to a digital government. Mrs. Airada Luangwilai, DGA Senior Executive Vice President and Acting President and CEO highlighted the necessity for government personnel to develop in-depth digital literacy, as public expectations for seamless government services continue to grow. Government agencies are adapting by providing services through multiple channels, including online platforms and physical service centers operating even on weekends and within shopping malls. Given these digital advancements, it is crucial to enhance knowledge and awareness of cybersecurity risks, particularly concerning the protection of personal data. The collaboration between NCSA and DGA presents an opportunity to develop essential cybersecurity training programs. These include the Chief Information Security Officer (CISO) training for senior government executives, hands-on Cyber War Game training, and additional cybersecurity courses in the future, such as CISO training for IT professionals. Moreover, the partnership aims to drive digital skill development across government agencies by assessing Thailand’s digital government readiness. Thailand Digital Government Academy (TDGA) is committed to sharing online learning resources on cybersecurity and other digital-related topics with NCSA. This initiative will promote Digital Literacy and elevate to Cyber Security Literacy, ensuring a more cyberaware public sector workforce. Individuals interested in cybersecurity training can access courses through the Digital Government Learning Platform, an e-learning system offering free digital skill development programs for government personnel and the public. Partner agencies can also utilize this platform to enhance their teams’ digital capabilities. To date, over 1.9 million digital certificates have been awarded to participants who have completed TDGA’s
e-learning courses. Those seeking to upskill or reskill in digital competencies can enroll in relevant courses at tdga.dga.or.th.
